The Second Amendment states, “the right of the people to keep and bear Arms, shall not be infringed.”
California law, as of 2012 can be summarized thus: Open carry of loaded firearms has been illegal in California since 1968. With recent passage and signing of AB144, open carry of unloaded handguns is no longer legal in most of California effective Jan 1, 2012.
I cannot conceive how California law makers get around the meaning of “not infringed”. I don’t think they do. They just make laws anyhow.
